but my database asqatasun is empty…
Which step have I missed ?

Hi,
When you start Asqatasun webapp, if database is empty, Asqatasun will automatically create tables and data necessary for proper functioning of Asqatasun.
Can you provide some logs ?
OK. I found solution.
It was a problem of Time Zone in DB.
Solved according to documentation.
